Issuance of ID card at the age of 16
Civil Identification card is public document that establishes the legal identity of a citizen as stated in the Civil Registration Law of Mongolia. ID card is newly issued upon the age of 16, and renewed at the ages of 25 and 45. Damaging, depositing, and taking into deposit the ID card is prohibited by law.
The following documents should be filed for the issuance of new ID card at the age of 16:
• Birth Certificate
• Father/mother’s ID card
• Presidential decree granting or restoring Mongolian citizenship
• Service fee – 18300 MNT /15000 MNT to be paid at Golomt Bank, Account number 1165004534, 3300 MNT service fee to be paid at district or local tax office/

Birth is to be registered at state registration offices within 15 days at the central settlements, and within 30 days at remote soum and bagh.

The couple should apply for marriage in person at the residential soum or district state registration office.
Registration of marriage restoration

  • In case of administrative marriage dissolution, absence of real property at issue and absence of biological or adopted children under the age of 18 should be indicated in the application
  • Soum and khoroo Governor’s letter on the absence of children under the age of 18
  • In case of lost marriage certificate, reference from Civil Documentation Archive
  • Spouses should be present in person, if absent for any proper reason, application is to be validated by notary
  • Certificate fee 2500 MNT

Couple, restoring the marriage, should apply within 14 days at soum or district state registration division.

Registration of marriage dissolution
  • Judicial order to dissolve marriage
  • ID’s of spouses
  • In case of administrative marriage dissolution, absence of real property at issue and absence of biological or adopted children under the age of 18 should be indicated in the application
  • In case of lost marriage certificate, reference from Civil Documentation Archive
  • Spouses should be present in person, if absent for any proper reason, application is to be validated by notary
  • Certificate fee 2500 MNT

Couple, restoring the marriage, should apply within 14 days at soum or district state registration division.

Death registration

The applicant to file request at local soum or district state registration division.
Registration of migration
  • ID card /birth certificate for children under the age of 16/
  • Service fee – 2500 MNT /1500 MNT to be paid at Golomt Bank, Account number 1165004534, 1000 MNT service fee to be paid at district or local tax office/

Citizen to record change of address on the “B” side of the form ИУБ-22 at soum or khoroo of previous place of residence, and to register at soum or khoroo of new place of residence. For temporary residency, address should be registered within 7 days at bagh, khoroo’s Governor’s office.

Civil Registration Services
Renewed civil registration refers to collection of 10-finger records and photo of every citizen based upon civil registration number, and thus validating citizen’s birth, ID and address registration. Mongolian citizens over 16 years of age should be registered in the renewed civil registration.

Foreign Passport

Civil registration

First-time application for foreign passport
  1. Passport photo: 3 photos of size 3.5*4.5 mm /taken in the last 6 months, white background, full face should be visible, head centered and take up 90 per cent of space/.
  2. Passport fees: Routine - 32800 MNT, Expedited - 42800 MNT, same for children of ages 0-16.
  3. In case of cosmetic surgery, medical certificate should be provided.
  4. For children under 16: birth certificate, 3 photos, ID of a legal guardian.
  5. Authority decision appointing guardian or custodian.
Citizen should check page 1, stamp, and page 4 of the new passport for any errors.
Renewal of foreign passport
  1. Electronic ID
  2. 3 photos /taken in last 6 months, size 3,5*4,5 mm/

P.S.: Bring old passport foreign passport.
Nullification of foreign passport
Citizen should apply for ordinary foreign passport along with supporting documents in the following cases:
  • Damaged or lost passport
  • Expired
  • Passport pages finished
  • Changes in data, appearance
Passport fee for first-time applications
  • Foreign passport valid for 5 years: Routine – 32800 MNT, Expedited service – extra 10000 MNT /32800+10000/

Passport fee to be paid at Golomt Bank and State Bank branches. Cards are accepted at the service window of Hall “A”, 2nd Floor, Service Building #1.

Instructions to apply for foreign passport
  • Submit foreign passport applications at service windows 1-9, 12, 2nd Floor, Halls “A” and “B”, Service Building #1
  • Correct a passport – service window 10, control service – service window 11.
According to section 11.5.15 of General Registration Law, and section 31 of Civil Registration Law the following changes and corrections to be recorded in civil registration database:
  • Spelling errors in family name, parents’ name, given name
  • Parents’ registration number not registered in database
  • Incorrect place of birth
  • Incorrect nationality
  • Incorrect date of birth
  • Incorrect date of registration
  • Incorrect registration number
  • Incorrect residence address
  • Incorrect information on number of marriage, children in registrations of birth, marriage and marriage dissolution.
  • Citizen to pick up first-time passports in person.
  • Citizen to check new and renewed passports for any errors on page 1, stamp, pages 4 and 6.
  • Annulment of ordinary foreign passports, issued after 1 July 2015, is performed at 3rd Floor, Building #3.
  • Issuance of foreign passport – 1st Floor, Building #3.
  • Registration of civil registration changes /recording a family name, renewals/ - window 10, Hall “B”, 2nd Floor, Building #1.
  • Elderly, disabled and pregnant women are serviced at window 11, Hall “B”, 2nd Floor, Building #1.

  • Resolution is issued to annul the passport
  • New foreign passport is ordered at service windows 1-10, Halls A and B.
Lost and damaged foreign passport
